INVITATION TO BID

Sealed bids addressed to the President and Board of Directors of the North Texas Municipal Water District, Wylie, Texas will be received at the administrative office of the North Texas Municipal Water District, 505 E. Brown Street, P.O. Box 2408, Wylie, Texas, 75098, until 2:00 P.M., Wednesday, May 21, 2008, for the construction of the following project.

Treatment Plant

At this time and place the proposals will be publicly opened and read aloud. Any bid received after closing time will be returned unopened.

Specifications are on file and may be examined without charge in the office of the North Texas Municipal Water District, 505 E. Brown Street, P.O. Box 2408, Wylie, Texas, 75098, Telephone (972) 442-5405, and the offices of Black & Veatch Corporation, 9441 LBJ Freeway, Suite 114, Dallas, Texas 75243, Telephone (214) 570-7000. Plans and specifications may be procured from Black & Veatch Corporation, at the above address at a charge of $550.00 for each full size set and $400.00 for each half size set.

The cost of contract documents is not refundable. Submit check, cashier check or money order payable to Black & Veatch Corporation. Cash will not be accepted.

The proposed work provides for the construction of a new 30 million gallons per day (mgd) Lake Tawakoni Treatment Plant for the North Texas Municipal Water District located near Terrell, Texas. The Work provides for construction of a raw water flow control structure, a raw water distribution structure, two new basin trains each containing a two-stage rapid mix chamber, flocculation basin, and sedimentation basin; two ozone contact basin trains; filter complex containing six constant-rate gravity filters; blower building; cast-in-place concrete clearwell; backwash and plant water pumping stations; cast-in-place reclaimed water basin and pumping station; chemical feed systems; electrical and instrumentation; control and chemical feed building; one sludge lagoon; associated plant and yard piping; site work; and other miscellaneous items of work.

A prebid conference will be held at 10:00 a.m. on the 7th day of May, 2008, at the North Texas Municipal Water District Administrative Offices, Engineering Conference Room. Representatives of Owner and Consulting Engineer will be present to discuss the Project.

A cashier’s check, certified check or acceptable bidder’s bond, payable to the North Texas Municipal Water District in an amount not less than five (5%) percent of the bid submitted, must accompany each bid as a guarantee that, if bid is selected, the Bidder will comply with the terms set forth in the Proposal and Special Conditions.

In case of ambiguity or lack of clearness in stating proposal prices, the North Texas Municipal Water District reserves the right to adopt the most advantageous proposal to the District. The District reserves the right to reject any or all bids, and to waive any or all formalities. No bid may be withdrawn within sixty (60) days after date on which bids are opened.

NOTICE OF REQUIREMENT TO COMPLY WITH THE
SUBDIVISION AND SERVICE EXTENSION POLICY OF EAST FORK SPECIAL UTILITY DISTRICT

Pursuant to Section 13.2502 of the Texas Water Code, East Fork Special Utility District hereby gives notice that any person who subdivides land or requests more than two water serviceconnections on a single contiguous tract of land within the service area of East Fork Special Utility District, Certificate of Convenience and Necessity No. 10065, in parts of Collin County, Rockwall County and Dallas County, Texas, must comply with Developer, Subdivision, and Non-Standard Service Requirements (the "Subdivision Policy") contained in the district’s Rate Order. The phrase
"subdivides land" includes any re-subdivision of land for which a plat is or will be recorded. East Fork Special Utility District is not required to extend retail water utility service to a service applicant in a subdivision where the developer of the subdivision has failed to
comply with the district’s Subdivision Policy.
Among other requirements, the Subdivision Policy requires the developer of a subdivision in East Fork Special Utility District’s service area to:
– complete a Non-Standard Service Application; – submit an approved Final Plat showing the requested service area; – pay a Service Investigation Fee; and – enter into a Non-Standard Service Contract and/or other agreements with the district.
Depending on the level and type of service requested by the developer, the Subdivision Policy may impose additional requirements including: – evaluation by East Fork Special Utility District of the impact a proposed subdivision service extension will have on the district’s water supply system and payment of the costs for this evaluation; – payment of fees for reserving water supply capacity; – forfeiture of reserved water supply capacity for failure to pay applicable fees;
– payment of costs for any improvements to the district’s water system that are necessary to provide the water or service;
– construction of improvements according to district approved plans and dedication by the developer of water facilities within the subdivision following inspection; and – dedication of water system improvements to East Fork Special Utility District by the developer following inspection and approval by the district. The current Rate Order and service area map for East Fork Special Utility District are available for review at the district’s regular offices at 1355 Troy Road, Wylie, Texas 75098. The service area map is also filed of record at the Texas Commission on Environmental Quality
in Austin, Texas, and may be reviewed by contacting the TCEQ, Utility Rates and Services Section,
Water Utilities Division, P.O. Box 13087, Austin, Texas 78711. A copy of Certificate of Convenience and Necessity No. 10065, including a map and/or description of the district’s service area, is recorded in the real property records of Collin County, Rockwall County and Dallas County,
Texas.

REQUEST
FOR PROPOSALS

Sealed proposal addressed to Seis Lagos Utility District will be received at the office of the
District Engineer, Freeman-Millican, Inc., 12225 Greenville Avenue, Suite 121, Dallas, TX 75243 between 9:00 A.M. and 2:00 P.M. on June 5, 2008 for furnishing all necessary material,equipment and labor required for the construction of the following project:

PHASE 1 WATER LINE IMPROVEMENTS

This project includes construction of approximately 19,000 linear feet of new PVC water lines
ranging from 4 to 12 inches diameter including, but not limited to, fittings, gate valves, fire hydrants, services, driveway repair and trench safety.

Bids will be publicly opened at the office of the District Engineer beginning at 2:00 P.M. on June
5, 2008.

Bidders must submit with their bids a Cashier's Check or a Certified Check in the amount of five (5%) percent of the maximum amount of bid payable without recourse to the Owner or a proposal
bond in the same amount from a Surety Company holding permit from the State of Texas to act
as Surety. Bids without checks or proposal bonds will not be considered.

Bidders are expected to inspect the site of the work and to inform themselves regarding local conditions under which the work is to be performed. Bids submitted will be exclusive of any state sales tax on any permanent material to be installed in the project.

Contract Documents, Proposal Forms, Specifi-cations and Plans will be on file beginning May12, 2008. They may be examined without charge at the offices of the District Engineer, Freeman-
Millican, Inc., 12225 Greenville Avenue, Suite 121, Dallas, Texas 75243, and may be obtained
