Candidate financial information disclosed

All Wylie Council candidates have now filed Texas Ethics Commission campaign finance reports.

Commission regulations require candidates who receive contributions or spend funds on their campaigns to file finance information 30 and eight days prior to an election. Because the election is May 10, paperwork was due April 10. Only two candidates – mayoral hopeful Eric Hogue and Place 5 Councilman Rick White – met the April 10 deadline.

“Mayor John Mondy called on April 10 to let the office know that his campaign treasurer was out of town and would not be back until Monday, April 14. He stated that he would file his report on that date,” Ehrlich said.

Hogue, whose campaign treasurer is Earl Newsom, lists campaign contributions of $950 and expenditures of $963.60.

Contributing $100 to Hogue’s campaign were Dan Rainey, JoAnn Rainey, Eric Brown, Stephen and Stacy Hanson and Chris and Wendy Prock, all of Wylie. Newsom and his wife, Carol Sue, donated $300 to Hogue’s campaign.

Making $50 contributions were Diane and James Culver of Wylie, Cindy Anderson of Sachse and Billie Barton of Garland.

Hogue also received $60 in contributions of less than $50 each. Contributions of less than $50 are not required to be itemized and therefore the donor does not have to be identified.

Hogue, director of the business management office for the chief information officer of EDS, lists his expenses as $923.60 to JDawg Design for political yard signs and $40 for Web site advertising.

Place 5 incumbent White, who is serving as his own campaign treasurer, received $320.23 in contributions of $50 or less and $300 in listed contributions. He lists expenses of $617.76.

Giving $100 each to White’s campaign were Earl Newsom, Dan Rainey and Julie Nicholson, all of Wylie.

White lists his expenses as $560.44 to JDawg Design for political signs and $57.32 in expenses of $50 or less, giving his campaign a balance of $2.47.
White, owner and operater of 911 Interactive Media, is challenged by former Councilman and local businessman Chris Trout.

The Place 6 Council seat race is between incumbent Carter Porter, a realtor, and Bennie Jones, a senior electronic supervisor for the city of Dallas.

Mondy is self-employed and owns Servpro of Flower Mound with offices in Wylie.

Mondy’s report was received by the city secretary’s office April 15. Councilman Red Byboth is Mondy’s campaign treasurer.

According to Mondy’s report, he has received $3,570 in contributions, all in increments of $50 of less.

The mayor listed expenditures of $1,673.49 – $570 to Stellar Signs of Plano, $203.49 to Home Depot in Wylie and $900 to Premium Graphicx of Houston – leaving a balance of $1,896.51.

Trout filed his campaign finance report April 16. He is serving as his own campaign treasurer.
Trout listed no contributions and no expenditures.

Jones campaign finance report was filed April 14.
His campaign treasurer is Brian Jones.

Jones lists $370 in contributions of $50 or less and total contributions of $620. He received $100 from Matthew Butschek of Wylie and $150 from Marshall Dudley of Arlington.

Jones’ expenditures total $1,089.44 – $179 to Dynamic Direct.com for flyers, $560.44 to DJ Wholesale for yard signs and $350 to Can Do Printing for “big signs.”

Porter filed the documents April 18. He, too, is serving as his own treasurer.

Porter listed a single contribution of $250 from the Texas Association of Realtors. His total political expenditures have been $1,143.68 – $450 to Signs & Lettering by Mike, $21.43 to Home Depot Wylie and $672.25 to Premium Graphicx.

Porter indicated he has loaned his campaign $461.74 and that he has a balance of $240.31.

Wylie ISD

Wylie ISD candidates who filed zero contributions and expenditures are incumbents Ronni Fetzer, Place 1; Baron Cook, Place 4 and Ralph James, Place 2.

Barbara Goss, challenging Fetzer for Place 1, filed expenditures of $840.56; $386.97 to JDawg Design for signs, $51.08 to GoDaddy.com for Web hosting, $240 for cell phone use, $90 for Wylie Education Foundation gala tickets and $72.51 for miscellaneous expenditures. Her contributions totaled $439.

James Griffin, who is running against James for Place 2, filed total expenditures of $90.85; $70.86 went to Wylie Printing and Office Supply for business cards and $19.99 to Homestead Technologies for Web site set-up.

Lance Goff, vying for Place 4 against Cook, listed $60 as a contribution and expenditures of $160 for signs, $253.93 for advertising and $105 for printing.

Texas Ethics Commission rules

According to information from the Texas Ethics Commission, “a person may not accept a campaign contribution or make a campaign expenditure unless the person has a campaign treasurer appointment on file with the proper filing authority. ... and once a person files a form appointing a campaign treasurer, the person is a candidate for disclosure filing purposes and is responsible for filing periodic reports of contributions and expenditures with the proper filing authority until the person files a final report. The candidate, not the campaign treasurer, is responsible for filing periodic reports of contributions and expenditures.”

In city council elections, finance reports are filed with the city secretary’s office. For ISD elections, the reports are filed at the ISD administration office.

Failure to file campaign finance reports can results in fines.

The next reporting date is May 2.
