Weather delays municipal

At a work session following Wylie City Council’s Oct. 27 meeting, Construction Manager Shane Colley said the rain had slowed progress on the city municipal complex being built, but Byrne Construction Services personnel were accelerating their schedule in an effort to stay on track. 

Colley said the contract has been extended until Feb. 15, 2011, but crews are striving to complete the new city hall, recreation and library by Dec. 29, 2010. 


He also reported that the city is in “pretty decent shape” financially regarding the project; there is still $183,000 in the contingency fund that has yet to be tapped, he said. Due to some “credits” still expected to come in, Colley said he felt that the total would be closer to $200,000 soon.

Representatives of Holzmann Moss and ArchiTEXAS, architects, were on hand to get final decisions from council members and other city officials regarding color and material choices for carpet, wall treatments, furniture, equipment and other interior finish-out items. Doug Moss of Holzman Moss said the project is “looking very exciting” and that they are well within budgetary constraints as well. 
 
New sign kiosks
During the meeting, the council voted to allow the placement of two more blue kiosks on public property in the city. The kiosks advertise homebuilders’ developments and identify city buildings such as city hall and the library.
 
Planning Director Renae Ollie said the first new kiosk will be located at the southeast corner of McCreary and FM 544 and will be visible to motorists driving east on 544. The second will be located at Cooper Drive and Hwy. 78. Ollie said there are three on Hwy. 78 already, but they are all visible to northbound traffic; the new sign will be seen by southbound traffic.  According to Ollie, several homebuilders had requested the additional signage.

Patrick Fuller, the new representative for kiosk providers National Sign Company, was introduced to council. Mayor Eric Hogue said there had been “some challenges” with his predecessor; Fuller said he welcomed the opportunity to provide better service.

The vote was six-to-one with Councilman David Goss casting the lone “no” vote.
 
Property abandoned
Council also voted to abandon a 0.2162-acre piece of property on Third Street north of Oak Street and south of Hwy. 78. Fawad Nayeb made the request; he had expressed interest in purchasing the land so that he might expand his shopping center, currently home to the Italian Villa and Pizza Hut that face Hwy. 78. 
 
Ollie explained that, according to city law, such a request must come from the property owner. There was some discrepancy regarding the exact square footage of the property in question, but council voted to approve the request pending clarification. 

Councilman Carter Porter moved to grant the request; Councilman Rick White seconded and the vote was unanimous.
 
Mayor Eric Hogue signals his affirmative vote in last week’s Wylie City Council meeting. The electronic system by which council members cast their votes was “on the fritz”; the rest of the council was able to use their buttons, but Hogue and Mayor pro tem M. G. “Red” Byboth were forced to hold up green or red flags to indicate “yea” or “nay.”
